Context

The See U project aims to reconvert the site of the former national gendarmerie barracks located on Boulevard Général Jacques into a mixed programme of housing, university functions and amenities, opening the site up in the neighbourhood.

Pending the start of the project, the SAU which owned the site decided to organise a temporary occupation of the site. In order to legally organise this temporary occupation, town planning regulations required planning and environmental permits, as well as a report on the environmental impact.

Mission

CityTools' mission therefore consisted in supporting the SAU and the operator organising the temporary occupation in carrying out these administrative procedures: planning permits, special plans and impact report.

Approach

This mission enabled CityTools to develop precise expertise on the regulatory conditions for implementing a temporary occupation project on a strategic site. In collaboration with NUR Architects, permit plans were drawn up to manage the range of temporary occupations planned on the site. This also enabled CityTools to acquire initial experience in producing an environmental impact report. The temporary occupation project was therefore analysed in all of the thematic chapters required by the ordinance, in order to assess its environmental impact.
