Masterplan and Regulatory urban planning

Context

The Walloon Region is currently undertaking a major overhaul of its spatial planning tools. Following the 2024 approval of a Territorial Development Scheme (SDT), which sets a strategic direction at the regional level, the Region is urging municipalities to address the issue at the local level by establishing Municipal Development Schemes (SDC) by 2030.

These two tools aim to guide Wallonia’s spatial planning through to 2050, with two primary ambitions: defining a territorial framework structured around key hubs, and curbing land take (the "zero net land take" or ZAN objective).

Mission

The Region has identified three key hubs within the municipality of Plombières. The aim of this study is to determine whether these areas will meet local needs through to 2050. Plombières is made up of six villages, characterized by a mix of mining heritage, tourism, and hedgerow-dotted plains. This rich and diverse heritage is driving strong population growth, pointing to future planning challenges. Furthermore, Plombières lies at the junction of three countries, placing it at the heart of infrastructure projects that extend far beyond the municipal scale (such as the Montzen railway station in the past, and potentially the Einstein Telescope in the future).

Approach

To best characterize the Plombières area, our study relies heavily on fieldwork. We combine statistical data, mapping, consultations, both internal and open to the public, and site visits. By prioritizing participatory processes, we ensure both public acceptance of the project and its alignment with local needs.

In the case of Plombières, where village identities are strongly defined, this approach is essential for incorporating all local specificities. The municipality’s border location is another key factor, involving various cross-border governance structures that must be taken into account. Finally, the Einstein Telescope remains a major unknown; this fundamental research facility could significantly impact the area should it be established in Plombières.
