Masterplan and Regulatory urban planning
Context
The Walloon Region is currently undertaking a major overhaul of its spatial planning tools. Following the 2024 approval of a Territorial Development Scheme (SDT), which sets a strategic direction for the entire region, it is encouraging municipalities to address the issue at the local level by creating Municipal Development Schemes (SDC) by 2030.
These two tools aim to guide spatial planning in Wallonia through to 2050, with two primary goals: establishing a territorial framework structured around key hubs, and curbing land take (the "zero net land take" objective).
Mission
The municipality of Rochefort comprises two village hubs—Jemelle and Han-sur-Lesse—and a central urban hub in Rochefort town center. This status gives it particular significance within the regional spatial structure, situated midway between Brussels and Luxembourg and along a route passing through several key Walloon towns.
Across a territory characterized by its vast and intricate layout, the SDC (Spatial Development Scheme) outlines an urban development vision that integrates built, landscape, and natural heritage. Mobility is also a key issue, given a territory where villages are scattered and separated by various natural features.
Approach
To best understand the area, we believe it is essential to experience it firsthand, on the ground. From the outset of the study, we schedule meetings and discussions with the municipality, as well as exploratory walks open to the public and thematic sessions with various key stakeholders. This enables us to quickly map out the local actors and mobilize them throughout the study. This approach allows us to effectively address the area's anticipated challenges , balancing biodiversity conservation and coexistence with the river environment, territorial rebalancing in a context where housing and economic zones are significantly disconnected.
