Context

In 2020, the Municipality of Koekelberg was granted the possibility of developing a "Sustainable Neighbourhood Contract" (Contrat de Quartier Durable - CQD) programme to finance a series of projects in the lower part of the municipality. This area contains the Jacquet district, bordered by the transportation infrastructures of the 28 line and the metro 2 and 6. This district is densely populated and socially diverse, with a strong identity, an eventful urban history and numerous opportunities for intervention to improve the living conditions of its inhabitants.

Mission

The organisation of a broad participatory process open to all the district's actors (residents, associations, shopkeepers, workers, local residents, etc.). This allowed for a comprehensive preparation of the programming document for the district's redevelopment (facilities, housing, public spaces, environmental measures, socio-economic schemes, etc.).

Approach

The distinctive features of the district were its high density of buildings and poor quality of public spaces. The method of working, which was firmly rooted in the local terrain and with local actors, as well as a deep analysis of the social context, made it possible to orientate the choices in the definition of the programme. As such, the emphasis was given to the creation of new local public spaces, the establishment of new facilities and the development of housing intended for the local population.
